It wasn't until 1990 that Harbour Island finally gained the needed momentum to become South Tampa's premier place to live. First came Port Royal, then St. Tropez, The Keys and Harbour Side Townhomes.
The first Home Owners Association created on Harbour Island was the Harbour Island Community Services Association, Inc. (HICSA) which is today the master association for the entire development. There are 3 sub-districts in Harbour Island known as North Neighborhood Association, the South Neighborhood Association and the Piazza Neighborhood Association (commercial).
The South Neighborhood Association (NSD) manages the access for all residents and guests. The South Neighborhood Association is strictly residential with control over two condominium communities, four townhome communities, four single family home communities, and the marina.
The North Neighborhood Association (NNA) is a mixed use neighborhood district, with both businesses and neighborhood associations sharing this district. There is one apartment community, seven condominium or townhome communities, businesses and office complexes.
